These kinds are more often than not are jerks, neglectful, psychologically abusive, sadistic, or treat animals unfairly or abandon them, all while not doing too many heinous actions.

Because of their serious nature, these kinds of Neutrals tend to often be Hate Sinks because of their negative nature, but not always.
