Completely Evil or Irredeemable neutrals are characters who have no redeeming qualities but are also not villainous because they are limited as jerks and as such, never cross the line of evil. Many Hate Sinks and Pathetic Pinheads fall under this category. They are the opposite of incorruptible neutrals.

• Characters who are insufficiently characterized or have moral agency issues do not count.
• Grey Zone characters do not fall under this category for obvious reasons.
